Regulatory Framework
ORDER of January 25, 2022, approving the bases and call for granting, under competitive competition, aid for actions by the management bodies of Galicia’s biosphere reserves charged to the Recovery, Transformation and Resilience Plan, financed by the European Union-NextGenerationEU, for the years 2022 and 2023 (procedure code MT724C).
The purpose of this Order is to establish the regulatory bases and the call for the years 2022 and 2023 (administrative procedure code MT724C) for the granting of aid in accordance with Annex IV of objective criteria for territorial distribution and regulatory bases for financing actions in Biosphere Reserves charged to the Recovery, Transformation and Resilience Plan of the Agreement of July 9, 2021, of the Sectoral Conference on Environment, which approves the distribution criteria and territorial distribution of credits related to component 4 of conservation and restoration of ecosystems and their biodiversity.
Its purpose is to promote the conservation and improvement of biodiversity and natural resources, the promotion of sustainable development, and the enhancement of cultural heritage in Galicia’s Biosphere Reserves.
The Management Bodies of Galicia’s Biosphere Reserves are considered as beneficiary entities of these aids, which will be dedicated to actions that are specifically included in or consistent with the Biosphere Reserve Action Plan.
Objectives
According to the guidelines established at the Seville Conference (1995), approved by Resolution 28 C/2.4 of the UNESCO General Conference, and Article 3 of the Statutory Framework, territories declared as Biosphere Reserves must contribute to achieving three basic objectives:
- Conservation of landscapes, ecosystems, species, and genetic diversity.
- Sustainable economic and human development.
- Scientific knowledge and logistical support, focusing on demonstration projects, environmental education and training, and research and permanent observation regarding local, regional, national, and global conservation and sustainable development issues.
With the proposal and development of the project “Conservation, sustainable development and logistical support actions of the Mariñas Coruñesas and Terras do Mandeo Biosphere Reserve (2022-2023)”, the aim is to promote the conservation and restoration of ecosystems and their biodiversity, drive sustainable development, and improve the cultural heritage of the Biosphere Reserve.
The specific objectives are:
- Study the environmental values of the Biosphere Reserve.
- Analyze the conservation problems of the spaces.
- Maintain ecosystems of environmental importance in a favorable conservation state and promote their functionality.
- Restore degraded ecosystems.
- Conserve and improve the landscape.
- Improve connectivity and promote green infrastructure.
- Improve public use infrastructure.
- Train and disseminate information about the environmental values of the Biosphere Reserve.
- Promote the development of sustainable and nature-friendly activities.
- Improve and enhance cultural heritage
Actions
1. Biodiversity conservation and management
- Environmental and landscape recovery with broadleaf planting and biodiversity ponds in the Mabegondo Agricultural Research Center plot.
- Monitoring of flora, fauna, and environmental problems in areas restored by the LIFE Fluvial project.
- Removal of invasive exotic species with volunteers in the Abegondo-Cecebre Reservoir SAC.
- Removal of invasive exotic species with volunteers in the Betanzos-Mandeo SAC.
- Control actions for American crayfish (Procambarus clarkii). Monitoring its impact in the Abegondo-Cecebre Reservoir.
- Study for improving coastal connectivity in the Betanzos Estuary.
- Installation and monitoring of beneficial wildlife shelters in agri-food companies.
- Biodiversity studies and wind farm impacts in the Biosphere Reserve.
- Support and monitoring of territory businesses adhering to the Biosphere Reserve quality distinction.
- Redesign of the control and certification procedure for agri-food companies under the Biosphere Reserve brand, using quantified and digitalized methodology.
2. Improving Biosphere Reserve governance
- Improving local agents' capabilities related to natural species in the territory. Species of the Year 2022 and 2023.

- Biosphere Reserve participation in Open Science Cambre Fair 2022 and 2023.

3. Support for tourism sustainability support
- Exterior conditioning of the Biosphere Reserve Visitor Reception Center.
- Themed conditioning of the Crendes bird observatory at the Abegondo-Cecebre Reservoir.
- Signage for the Beer Ecotourism Route.
- Signage for the Pelamios River Route.
- Signage for the Biosphere Reserve Agri-food Route.
- Improvement of road entrance signage to the Biosphere Reserve.
- Informative audiovisuals of the actions.
- Press and social media dissemination of actions.
